Add a new top-level menu Descriptor Lists that filters and displays DescriptorLists. The GUI layout is the same as for https://catalog.demo.genesys-pgr.org/descriptors:

DescriptorListCard
Navigation
When clicking on the descriptor list title, user should be taken to a detailed view of the descriptor list (#134 (closed))
