File management for institutes

Add Manage files link to institute page, displayed for users with ADMIN permissions on the institute record. For BEL084 the link would be https://sandbox.genesys-pgr.org/wiews/BEL084/files/

File management UI and most logic can be copied from existing https://sandbox.genesys-pgr.org/admin/r/files/ (accessible to ADMINISTRATORS).

Institute files are stored at repository paths:

• /accessions/INSTCODE
• /wiews/INSTCODE
