Improved HTTP cache headers

Static resources in /html, generated geo tiles (/explore/tile/*) and the repository content should use friendlier HTTP headers to allow for improved caching of resources on the client and in Cloudfront.

We can increase cache timeouts when #203 (closed) is implemented as that will generate hashed names for CSS and other static resources.
