Access denied updating institute blurb

A user with full permissions on FaoInstitute is reporting they are not able to update the institute blurb (article). They get "Access denied".

I assume the article OID is not set up to have parent OID set to the FaoInstitute it describees and therefore permissions are not effected.

Please check.
