Some institutes have NULL "Last updates of passport data" date.

Steps:

1. Go to "https://sandbox.genesys-pgr.org/wiews/SYR002"
2. Apply filter "30 November 1899" from "Last updates of passport data" block.

Expected result: Last updated filters should be apply.

Actual result: Last updated filters aren`t applied.

Also it happens with a lot of USA institutes.

I think that it happens because we get NULL date from database
