Citations list in Redux

This is a BOLDWP7 ticket and you can see Embedded Genesys used at httpx://bold.croptrust.org/opportunity-crops-knowledge-base/bibliography

After listing the citations, when you click on one you get the details page. When you navigate back, a full reload is executed. Ideally, navigating back would show the same state as before navigation to the details.

Can we use Redux to avoid reloading?

I also noticed that after hitting "Apply filters" the page scrolls to the top. Can that be fixed.
