Generate labels dialog with PDF option

The generate labels dialog now supports generation of ZPL labels:

Some genebanks use regular printers for labeling, including some with highly specialized printers that handle envelopes. To be able to use those printers, we need to generate PDFs.

This ticket extends the Print labels dialog:

  1. Load the relevant PDF templates for the appropriate data type
  2. Add the PDF templates to the list of available templates
  3. To distinguish between ZPL and PDF templates, show PDF orZPL tag next to each template

If a user selects a PDF template, generate the PDF (same as we do it now with Generate report button), otherwise handle ZPL as we do it now.
