Change WIEWS connector

The WIEWS API appears to be down for the last few months. In this ticket we change from calling WIEWS API to a calling a GGCE endpoint, and fix grin-global/support#407.

@ahrybeniuk Please add an endpoint which will use Genesys API to fetch WIEWS institute data when Genesys is enabled, and fall back to WIEWS API if that fails.

@ahrybeniuk GGCE should also store the Genesys access token and reuse it. It only needs to be recreated when it expires.
