Scheduling follow-up actions

support#428 (closed) describes a need to schedule follow-up actions for already completed actions in the "Completed" actions tab.

Selecting one or more completed or canceled actions should have the option to "Schedule {inventory|accession|...} action" in the FAB. It opens a dialog to schedule a new action that targets the same entities as the selected actions.
