Inventory viability INCONCLUSIVE not updated

Currently, in GGCE, it's not possible to set INCONCLUSIVE with viability percent equal to null. The services require that the INCONCLUSIVE status have a viability percent greater than or equal to 0. We request that this rule be eliminated because an INCONCLUSIVE test may be not have been evaluated, nor viability observed. Therefore, it should remain null.
