Dashboard menus

In !110 we implemented top-level navigation for Admin pages.

This ticket is to update the /dashboard/ to use the new menus.

Todo

1. Make background color of the menu bar configurable (default to white)
2. Define DASHBOARD_MENUS
3. Use color pink for Dashboard
4. Dashboard navigation should say "Dashboard" instead of "Admin" and point to <Link to="/dashboard/" and not /admin
