Genesys WIEWS API

Related to grin-global-ui#824 (closed).

Add an endpoint which will use Genesys API to fetch WIEWS institute data when Genesys is enabled, and fall back to WIEWS API if that fails.

GGCE should also store the Genesys access token and reuse it. It only needs to be recreated when it expires.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
